Global Events Affect Alberta’s Industry

As the natural gas industry tried to gain its foothold within the province, it was beset by a series of setbacks with their origins in global events.

Within months of the first significant Turner Valley discovery, Dingman No. 1, the First World War erupted, bringing investment and development to a halt.

The industry experienced another contraction with the onset of the worldwide Great Depression that began in 1929. The effects may have been global, but it was Canada that was hit the hardest. Businesses closed, export prices plummeted, and unemployment skyrocketed. Between 1929 and 1939, the gross national product declined forty percent. Farmers in the Prairie Provinces were struck especially hard by the collapse of wheat prices, as they were still reeling from drought and

grasshopper plague. Petroleum companies stopped exploratory drilling which meant they laid off men, who continued to come anyway, if for nothing else than to remain warm in the vicinity of the Turner Valley flares.

It took another global conflict to revive activity in Alberta’s slumbering petroleum industry. Whereas the First World War had stalled the province’s then-infant natural gas industry in Turner Valley, the Second World War swept Turner Valley into its third boom period and its maximum level of production. Canada declared war on Germany in September 1939 and initially settled on a course of “limited commitment” in the form primarily of material and training support. Germany’s rapid conquest of European countries, however, made this resolve futile.

As gas was used in hundreds war-related industries and in each step in the production of tanks, gun, airplanes and ammunition, gas companies received a tremendous boost. In Alberta, the impact of this boost was to shorten the life of Turner Valley due to the overproduction necessary to meet the quotas demanded by the federal Oil Controller. Natural gas that had previously been flared and wasted suddenly became desirable for providing the constituent components in aviation fuel. The Turner Valley Gas Plant was adapted in order to capture and separate the needed fractions into propane, normal butane and iso-butane for the aviation fuel required by the British Commonwealth Air Training Plan.

Among the many impacts of this international conflict was a much tighter

labour market, which helped cut down the rampant unemployment of the Depression years. Wartime labour shortages provided women entry into the workplace, and even though this phenomenon was initially seen as being temporary, or “working for the duration,” women became a mainstay of the gas industry’s workforce. At the height of wartime production, there were approximately 250,000 women employed in Canadian factories whereas fewer than 6,000 had been working in them prior to the war. In addition to working in hospitals, restaurants, hotels and laundries, women were also employed in “non-traditional” capacities as welders, machine operators, riveters and general labourers.
